I'm looking at playing a small scale (minimal space and cost) mass battle game
Would it work if I switched wounds to a tough value and did a moral check at "half damage?"

Yes, The AOFR quickstart rules are similar, they said to track wounds on units. But there wounds are removing your unit attacks.
If your units do full attacks even if wounded, then... IMO it would work even better than vanilla rules. Because in original rules there is syndrom "who strikes first wins".
[There is also Wavering rules with failed Morale, not sure if you want to follow that as well?]

Now I just need to find a good, affordable 6-10mm line if fantasy figure.
