Some Warstuff questions from a noob

Hello fellow OPR fans

Is Warstuff 2.1 official? I found it in a thread here but it feels a bit overhauled with the wound/kill system.

Is there a official rule for a character with multiple attacks or is it something where I would have to advance to the bigger games?
