Does an Ork (bad shot) with a sniper weapon hit on a 5+ or a 2+?

I'd say at 2+, if just for the reason that the Sniper rule on the weapon would be pointless if not.

I'm pretty sure they would hit on 5+. The rule states in the rules "Bad Shot: This model shoots at Quality 5+." I think for how cheap the weapon upgrades are for the orks going from a 5 to a 2+ would be disgusting.

Incorrect. Sniper supercedes Bad Shot, otherwise the whole being calculated to hit on 2+ is kinda pointless, ya know?

We played this as 4+ to hit but that the ork sniper can nominate his target and select his casualty.

Well it is being gimped for no reason, then. It is intended to hit on 2+, and the upgrade is priced for that.

Page 14 stats "Rules Priority Most units have one or more special rules that affect the way they behave and that sometimes go against the standard rules. Whenever you come across one of these situations the special rule always takes precedence over the standard rules. Unless specified otherwise multiple instances of the same special rule are not cumulative, however different special rules that have the same effect are cumulative." I guess with the sniper upgrade only being bought for one actual model and not the whole unit it would probably give a 2+ and override the bad shot keyword. I think that makes most sense.
