Chosen Veteran states "This model gets +1 to its attack rolls for melee and shooting" and Blessing of War states "The hero and its unit get +1 to hit rolls when fighting in melee." Are these two rules the same other than the difference in melee and shooting? I've never heard of attack rolls. I've seen rules that give extra attacks but they always say something like "+1 attacks" instead.

Yes its the same thing. Attack rolls are the quality tests for attacks.

Thanks for answering. In that case wouldn't they be redundant on a unit that already has a 3 plus quality check since a 1 is always a fail? I just don't want to waste points.

If you put both on one unit, yes. But it would still cancel out abilities that give you -1 to hit.
