I just read over the rules for covering fire-- am I understanding this right?
What I think it's saying is that you shoot hitting on 6+, then roll 1 die per hit and on a 4+ on that die deal a suppression.
That seems underpowered to me-- unless the target has some serious armor and your quality is already really low, wouldn't it make more sense to just attack normally and gain a chance to make a kill? Or, is that supposed to be the edge case where this is useful?
Imagine a combined unit of HDF Conscripts firing at a Tank, any Tank, def2+ tough(12). With covering fire they have at least a chance to do something useful, besides standing around nicely and blocking LoS.
