Hi all, Sorry if this has been asked elsewhere, I couldn't find anything helpful. Is the orc's bad shot rule considered a "negative modifier to hit roll" or just their shooting ability? Specifically, does the lock on special rule counteract bad shot? Does an orc specialist with a railgun hit on 4s or 5s?

it is not a modifier. lock on has no interaction with it

I want to make sure I'm reading things consistently. Yes, Lock-On only works on modifiers, i.e. the numbers with a + or - in front of them. Stuff that sets numbers at specific new values are not affected.
